Update on SNAP and Shutdown

As of November 12th, all eligible SNAP recipients across Massachusetts have received their SNAP benefits for the month of November.

Despite having the funding for the minimum of partial payments, the Trump administration had initially chosen to not issue SNAP benefits for November, during the shutdown. But a federal court ruled that the administration was ordered to issue SNAP benefits immediately. The USDA sent guidance on Friday that confirmed SNAP benefits for the month of November would be fully funded.

We seem to be on a SNAP benefit-roller coaster, and there is still much confusion and frustration among recipients.

The Trump administration made contradictory claims about SNAP and the states’ ability to issue it, claiming that states do not have that legal authority. However, the USDA’s guidance has given authorization for states to proceed, though there will likely be some delays with payments.

The federal government is now re-open as of midnight, November 13th. President Trump signed the continuing resolution that funds the government through January 30th, 2026, with SNAP funding extended through Sept. 30th of next year.

The continuing resolution, however, does not include extending ACA subsidies. A vote to extend the subsidies could happen later in December, but that vote is not guaranteed, and many folks are worried, and angry, about that.
